　　1. Based on domestic market demand, control the scale of total papermaking. It is necessary to meet domestic demand as the mainstay, supplemented by the international market, reasonably control the total amount, and guide orderly competition in the market.

　　2. Speed ??up the development of forest paper, make full use of other resources, expand domestic waste paper recycling, and scientifically and rationally use non-wood fiber raw materials.

　　3. The one in our paper industry should enhance our independent innovation ability and adjust and optimize the industrial structure. Combine independent research and development with introduction, digestion, absorption and re-innovation to improve the level of technology and equipment independence. Encourage enterprises to merge and reorganize, eliminate outdated production capacity, and improve the international competitiveness of key enterprises. Focus on optimizing output layout, corporate organizational structure and product structure, and achieve industrial upgrading.

　　4. We must vigorously develop a circular economy and protect the ecological environment. The environmental pollution in our paper industry is very serious. Therefore, we must increase our efforts. Papermaking wastewater treatment, waste gas discharge, papermaking wastewater discharge, etc. are all problems we need to solve now. We must promote cleaner production, strictly control the discharge of major pollutants, pay attention to the comprehensive utilization of the "three wastes", and reduce pollution to a minimum.

　　(3) Development goals

　　1. Steady growth in production and consumption. In 2015, the national consumption of paper and paperboard is expected to be 114.7 million tons, an average annual increase of 4.6% over 2010; the total production capacity of paper and paperboard is about 130 million tons.

　　2. Continuous improvement of raw materials. Accelerate the formation of a waste paper fiber that conforms to the National Day of my country, mainly wood fiber, and rational use of non-wood fiber papermaking raw materials structure. The proportion of domestic waste paper pulp increased from 38% to 41%.

　　3. Continuous optimization of product architecture. To meet the effective demand of the market, we want to adjust the direction of low quantitative, functional, high-quality, and multiple varieties. Comprehensively promote the development of paper and cardboard products in the direction of differentiation, serialization, light weight and environmental protection, and gradually form a paper product structure with complete functions and adapt to different levels and diversified market needs.

　　4. The equipment level is gradually improved. Strengthen the construction of self-care innovation ability, and build more than 10 national enterprise technology centers. Improve the paper industry's production technology and the overall level of research and development of the Han nationality. The proportion of autonomous pulp and paper equipment will increase from 30% to 50%, and the main pulp and paper technology and equipment of key backbone paper enterprises will approach the international advanced level.
